India Proposes Countervailing Duties on Chinese PVC Resin as Import Competition Intensifies

India’s Directorate General of Trade Remedies (DGTR) has recommended provisional countervailing duties of USD 83.72–136.25 per tonne on imports of PVC suspension resin from China, following preliminary findings that subsidised imports caused material injury to the domestic industry, according to BigMint. The recommendation, dated 26 October 2026, could raise the landed cost of affected Chinese material if implemented by the Central Government, although India’s reliance on imported resin may limit the scope for unrestricted domestic price increases.

The investigation followed an application by Chemplast Cuddalore Vinyls, DCM Shriram and DCW. Applying the lesser-duty rule, the authority proposed producer-specific, fixed-amount duties rather than percentage rates, and the recommendations remain subject to the government’s decision. China dominates import supply: it shipped 1.52 million tonnes of S-PVC to India during October 2024–September 2025, accounting for 51% of imports and 36% of domestic demand of 4.21 million tonnes, with Chinese volumes up 91% over the injury period while demand grew 22%.

On 26 October, domestic PVC resin was assessed at INR 105/kg ex-Mumbai (INR 105,000/t), while a Chinese carbide-based PVC suspension resin offer was reported at USD 936/t CFR Mundra — USD 170/t above India’s minimum import price of USD 766/t introduced in July 2026. Domestic suspension-grade capacity is estimated at 1.615 million tonnes/year against demand of 4.139 million tonnes/year, leaving imports essential to supply. If implemented, the duties could narrow the cost advantage of affected Chinese suppliers and improve the competitive position of domestic producers, with the impact on downstream pipe manufacturers depending on alternative-origin availability and import economics.
